What Is the Extraordinary Pension Supplement – Seg Social Pt?


The Extraordinary Pension Supplement is a one-time financial support paid in September to eligible pensioners in Portugal. Administered through Seg Social Pt, this benefit aims to bolster retirees' income during financially challenging periods.


Who Is Eligible?


The supplement applies to pensioners receiving old-age, disability, or survivor pensions from the Social Security system, Caixa Geral de Aposentações (CGA), and the banking sector, with total pensions up to €1,567.50 (three times the Indexante dos Apoios Sociais, IAS).


Exclusions include:

  • Pensions for permanent incapacity or death due to workplace-related illness

  • Indemnity-type pensions

  • Non-contributory CGA pensions

  • Supplements for dependency, spousal support, or senior solidarity.


This measure benefits over 2 million pensioners, roughly 90–94% of the total population of retirees, Government of Portugal.


How Much Will Pensioners Receive?


The supplement amount depends on pension level:


  • €200 for total pensions up to €522.50 (1 × IAS)

  • €150 for total pensions between €522.50 and €1,045 (2 × IAS)

  • €100 for total pensions between €1,045 and €1,567.50 (3 × IAS)


Percentages of recipients by bracket are approximately:


  • ~60% receive €200

  • ~38% receive €150

  • ~7–8% receive €100


When Will It Be Paid?


This supplement is paid only once, automatically in September alongside the monthly pension. Payments usually begin on:


  • 8 September for Social Security pensions

  • 19 September for CGA pensions


Tax and Legal Considerations


  • The supplement is net of IRS withholding, meaning recipients receive the full amount without tax deductions

  • Nevertheless, it must be declared on the next year's IRS tax return as part of total income.

  • It is impenhorable—protected from seizure for debt repayment purposes.

  • It does not affect eligibility or amount calculation for the Complemento Solidário para Idosos (CSI).


Why the Supplement Was Introduced


The Portuguese Government introduced this one-time support in 2025 to address economic pressures and rising living costs. The measure, announced in mid-July during the State of the Nation debate and confirmed by the Council of Ministers, does not create permanent budget obligations—allowing targeted relief without long-term cost escalation.


The initiative represents an estimated €400 million investment, intended to support low-income pensioners while preserving fiscal sustainability.

Extraordinary Pension Supplement – Detailed FAQ (September 2025)


1. Do I need to apply for the supplement?


No. The Extraordinary Pension Supplement is paid automatically in September 2025, together with your pension. Pensioners do not need to submit any request.


2. What if I receive both a Portuguese pension and a foreign pension?


You are entitled to the supplement. It will be paid automatically based on your Portuguese pension records.


3. What if I only receive a foreign pension but live in Portugal?


You are not entitled to the supplement. It applies only to pensioners receiving a Portuguese pension.


4. Does every pensioner get €200?


No. The amount depends on the total monthly pension value:


  • €200 → if pensions are €522.50 or less

  • €150 → if pensions are between €522.51 and €1,045.00

  • €100 → if pensions are between €1,045.01 and €1,567.50


5. Is the Solidarity Supplement for the Elderly (CSI) included in the calculation?


No. The CSI is not counted when calculating the total pension value.


6. Does receiving this supplement affect my CSI entitlement?


No. The supplement does not affect eligibility or the amount of CSI because it is excluded from resource calculations.


7. What about the Dependency Supplement?


The Dependency Supplement is also excluded from the calculation of the total pension amount.


8. When will the supplement be paid?


It will be paid in September 2025, on the same date that the pension is paid.


9. How will I know the amount I am receiving?


The amount of the supplement will be shown on your pension receipt for September.


10. What if my pension only starts in October 2025, but with retroactive effect from September?


You will not receive the supplement. It is only granted to pensions already due by 31 August 2025.


11. What if my pension is under seizure (penhora)?


The supplement is impenhorável – it cannot be seized by creditors. You will receive it in full.


12. Will the supplement be retroactive?


No. It is a one-time payment made with the September pension.


13. Will the supplement be taxed (IRS)?


  • No, there will be no tax withholding at the time of payment. You will receive the full amount.

  • Yes, it will be included as income in your annual IRS declaration for 2025 (filed in 2026).
