Upgraded security for Portugal’s tax portal

In an effort to strengthen the security of taxpayer data, Portugal’s Ministry of Finance has announced the implementation of two-factor authentication (2FA) on the Finance Portal (Portal das Finanças).

What Is Two-Factor Authentication?
According to a statement shared with Lusa, the Ministry explains that reinforced authentication involves two layers of verification to ensure secure access to the portal. This additional step helps prevent unauthorised access to the taxpayer’s personal area by requiring a unique code sent via SMS.
Who Can Use It?
The feature is currently optional and is being rolled out in stages:
Now available to individual taxpayers without business activity
Will gradually extend to freelancers (with business activity) and legal entities
How to Enroll in Two-Factor Authentication
To activate this new security measure, taxpayers must:
Ensure their phone number is registered and confirmed with the Tax Authority
Opt into the two-factor authentication feature on the Finance Portal
Once enrolled, users will receive a one-time SMS verification code each time they log in with their NIF and password. This code must be entered to complete access to the restricted personal area.
Current Login Options
At present, taxpayers can still access their personal area using:
NIF (Taxpayer Identification Number) and password
Citizen Card
Digital Mobile Key (Chave Móvel Digital)
The addition of two-factor authentication offers an optional but highly recommended security enhancement to safeguard your personal and financial data online.
